Arthur James Balfour, 1st Earl of Balfour, was a prominent British Conservative politician who served as Prime Minister of the United Kingdom from 1902 to 1905. Born into a distinguished political family in Scotland, he entered Parliament in 1874 and held various cabinet positions throughout his long career. As Foreign Secretary, he is most remembered for authoring the 1917 Balfour Declaration, which supported the establishment of a "national home for the Jewish people" in Palestine. A noted intellectual and philosopher in his own right, Balfour remained an influential elder statesman until his death in 1930.
