Chester A. Arthur

Politician

Chester Alan Arthur was the 21st President of the United States, serving from 1881 to 1885 after the assassination of James A. Garfield. Originally a product of the New York political machine, Arthur surprised many by becoming a champion of civil service reform. He signed the Pendleton Civil Service Reform Act in 1883, which established a merit-based system for federal employment. His presidency is also noted for overseeing the modernization of the U.S. Navy, though he was denied his party's nomination for a full term.
