Harry Flood Byrd Sr. was a prominent American newspaper publisher, politician, and leader of the Democratic Party in Virginia for four decades. He served as the 50th Governor of Virginia from 1926 to 1930 and then as a United States Senator from 1933 to 1965. Byrd was a fiscal conservative who led the 'conservative coalition' in Congress, which often blocked liberal legislation from the 1940s to the 1960s. He is best known for his 'pay-as-you-go' fiscal policy and for his leadership of the 'Massive Resistance' movement against school desegregation.
