Howard Henry Baker Jr. was an influential American politician and diplomat who served as a Republican U.S. Senator from Tennessee from 1967 to 1985. Known for his moderate and conciliatory approach, he rose to prominence as Senate Minority Leader and later Senate Majority Leader. During the Watergate scandal, he famously asked the pivotal question, "What did the President know and when did he know it?". After his Senate career, he served as White House Chief of Staff under President Ronald Reagan and as the U.S. Ambassador to Japan under President George W. Bush.
